Development Project Manager for City of Chelan Public Works

Oversight of domestic water, sanitary sewer, and transportation projects, including conceptual design, budget, plans & specifications, bid process, field engineering, and close-out.  Review of all engineering plans and specifications to insure compliance with City of Chelan Development Standards, Chelan Municipal Code, and other applicable regulations.

Preparation of grant and loan applications, from funding sources such as Transportation Improvement Board (TIB), Safe Routes to School, Public Works Trust Fund (PWTF), Surface Transportation Programs (STP), and State Revolving Fund.

Coordinate with Planning Department to provide Public Works input on all new development: subdivisions, short plats, binding site plans, commercial development, and multi-family residential.  Provide input to Planning Department regarding code changes, zoning issues, sub-area plans, multi-modal transportation plans, Downtown Master Plan, GMA updates, and UGA expansion.

Coordination with other agencies, such as Washington State Department of Transportation and Chelan County PUD, during project development, design, and construction.

Responsible for in-house design and construction management of small utility and transportation projects.

Oversee consultant efforts on water and sewer comprehensive plan updates, and provide updates to city-wide Capital Facilities Plan.  In charge of updates to the City Development Standards and six-year Transportation Improvement Program (TIP).

Preparation of permit applications, including shorelines permits (JARPA), and coordination with regulatory agencies such as Fish & Wildlife, Army Corps of Engineers, Department of Natural Resources, etc.

In charge of construction management for other City departments, for projects such as park & marina expansion and city-wide energy upgrades.

Water system design (source, treatment, storage & distribution, technical reports), on-site septic system design (pressurized systems, sand filters, aerobic treatment units, drip disposal, and packed bed), retaining wall design (concrete cantilever & MSE), dock and seawall design, structural design for single family homes and light commercial buildings, drainage plans for residential and commercial sites.

Consulting Engineer for branch offices of Seattle-based engineering firm.  Prepared plans, specifications and cost estimates for municipal projects in Eastern Washington: domestic water (technical reports for WSDOH, reservoirs, main replacements, booster pump stations), sanitary sewer (feasibility studies, STEP systems, sewer line replacements, on-site septic systems, vacuum sewage systems), and streets & sidewalks; field engineering for utility and transportation projects; structural design, including retaining walls and foundations.
